“On approval of statistical tools for the organization by the Ministry of Labor and social protection Russian Federation for statistical monitoring of the activities of stationary social service organizations for elderly citizens and disabled people (adults and children)"

A new federal statistical observation form N 3-social security (consolidated) “Information on inpatient social service organizations for elderly citizens and disabled people (adults and children)” has been approved, effective from the 2017 report.

The form is provided legal entities, as well as citizens carrying out entrepreneurial activities without forming a legal entity (individual entrepreneurs) - state and non-state suppliers social services providing inpatient social services to elderly citizens and disabled people (adults and children) - to the authority state power subject of the Russian Federation exercising powers in the field of social services for elderly citizens and disabled people until February 10 after the reporting period.

State authorities of the constituent entities of the Russian Federation exercising powers in the field of social services for elderly citizens and people with disabilities submit the specified form to the Ministry of Labor of Russia by February 25 after the reporting period.

Instructions for filling out form N 3-social security (consolidated)

I. General provisions

1. Federal statistical observation form N 3-social security (consolidated) “Information on inpatient social service institutions for elderly citizens and disabled people (adults and children)” (hereinafter referred to as form N 3-social security (consolidated)) is provided by legal entities, including their separate units, carrying out semi-stationary and inpatient care elderly citizens and disabled people, executive authorities of the constituent entities of the Russian Federation performing functions in the field of social services for the population, until February 10 of the year following the reporting year.

The indicated executive authorities of the constituent entities of the Russian Federation send Form No. 3-Sobes (consolidated) to the Ministry of Health and Social Development of the Russian Federation by February 25 of the year following the reporting year.

Legal entities providing semi-stationary and stationary services to elderly citizens and disabled people (adults and children), based on other forms of ownership, provide data under Section N 4 of Form N 3-Sobes (consolidated) to the executive authorities of the constituent entities of the Russian Federation exercising functions in the region social services for the population, at the location of the relevant social service institution until February 10 of the year following the reporting year.

2. The address part of the form is filled out in the following order.

1) In the line “Name of the reporting organization,” a legal entity (executive body of a constituent entity of the Russian Federation performing functions in the field of social services for the population) indicates its full name in accordance with the constituent documents registered in the prescribed manner.

2) By line " Postal address"indicate the name of the territory, the legal address of the reporting organization with a postal code.

3) The code part contains the code of the All-Russian Classifier of Enterprises and Organizations (OKPO) on the basis of the Notification of assignment of the OKPO code sent (issued) to organizations by the territorial bodies of Rosstat.

4) When drawing up a statistical report on form N 3-social security (consolidated), in order to establish a uniform approach to filling it out, it is necessary to take into account stationary social service institutions, taking into account the form of ownership for the relevant sections of form N 3-social security (consolidated).

5) Based on Article 4 Federal Law dated December 10, 1995 N 195-FZ “On the basics of social services for the population in the Russian Federation”, according to the form of ownership, all social service institutions for elderly citizens and disabled people (adults and children) can be:

state institutions (departments) of social services for elderly citizens and disabled people, which are the property of the constituent entities of the Russian Federation and are under the jurisdiction of the executive authorities of these constituent entities of the Russian Federation;

institutions (departments) of social services for elderly citizens and disabled people of other forms of ownership.

The specified division of institutions (departments) by form of ownership is fixed by the national standard GOST R 52498-2005 "Social services to the population. Classification of social service institutions."

II. Basic questions of filling out indicators

3. Section 1. Information about stationary social service institutions for elderly citizens and disabled people (adults and children), the number and composition of persons served

1) In this section only government agencies(departments) of social services for elderly citizens and the disabled, which are the property of the constituent entities of the Russian Federation and are under the jurisdiction of the state authorities of these constituent entities of the Russian Federation, as well as municipal institutions (departments) of social services, which are the property of municipal districts and city districts, exercising delegated state powers subjects of the Russian Federation on social services for certain categories of the population.

2) In column 4, the indicator is equal to the sum of indicator columns 5; 8; 9; 10; 11 respectively for all lines.

In column 5, the indicator may be equal to or greater than the sum of indicator columns 6 and 7, respectively, for all lines.

3) In line 01, it is necessary to correctly classify the data on the number of institutions by type of service provision and categories of clients on whom the institution’s activities are focused.

4) In line 01, column 4 indicate the number inpatient institutions social services for adults only.

5) In accordance with the national standard GOST R 52495-2005 "Social services for the population. Terms and definitions" the following types of inpatient social service institutions for elderly citizens and disabled people are taken into account:

a) boarding house (boarding house) for the elderly and disabled - a social service institution intended for permanent, temporary (up to 6 months) and five-day a week residence of elderly citizens (men over 60 years of age and women over 55 years of age), disabled people and the second group (over 18 years old), who have partially or completely lost the ability to self-care and need constant outside care, and providing them with the necessary social services;

b) boarding house (boarding house) for war and labor veterans - a social service institution intended for permanent, temporary (up to 6 months) and five-day a week accommodation of war and labor veterans and providing them with the necessary services;

c) a special boarding house for the elderly and disabled - a social service institution intended for permanent, temporary (up to 6 months) and five-day a week accommodation of elderly citizens (men over 60 years of age and women over 55 years of age) and disabled people exempt from places of deprivation of liberty and other persons for whom administrative supervision is established in accordance with the current legislation, as well as elderly citizens and disabled people who have previously been convicted or have been repeatedly brought to administrative responsibility for violating public order, engaged in vagrancy and begging, and providing them with the necessary social services ;

d) low-capacity boarding house for the elderly and disabled - a social service institution with no more than 50 residents, intended for permanent, temporary (up to 6 months) and five-day a week residence of elderly citizens (men over 60 years of age and women over 55 years old), disabled people of the first and second groups (over 18 years old), who have partially or completely lost the ability to self-care and need constant outside care, and providing them with the necessary social services;

e) psychoneurological boarding school (psychoneurological boarding house, according to Order of the Ministry of Health and Social Development of Russia of June 13, 2006 N 462, registered by the Ministry of Justice of Russia, registration N 7999 of July 3, 2006) - a social service institution intended for permanent, temporary (for a period of up to 6 months) and five days per week accommodation for senior citizens (men over 60 years of age and women over 55 years of age) and disabled people (over 18 years of age) suffering from mental chronic diseases, and providing them with the necessary social services;

e) rehabilitation center(department) for disabled people young- a social and medical institution intended for permanent, temporary (up to 6 months) and five-day a week accommodation of disabled young people who have partially or completely lost the ability to self-care, and carrying out the process of rehabilitation of disabled people according to individual rehabilitation programs in accordance with Article 11 of the Federal Law dated November 24, 1995 N 181-FZ “On the social protection of disabled people in the Russian Federation”, as well as providing them with the necessary social services;

g) boarding house (department) of mercy for the elderly and disabled - a social service institution intended for permanent, temporary (up to 6 months) and five-day a week accommodation of elderly citizens (men over 60 years of age and women over 55 years of age), disabled people and the second group, those on bed rest or moving with assistance, and providing them with the necessary social services;

h) gerontological center - a social service institution intended for permanent, temporary (up to 6 months) and five-day a week residence of elderly and elderly citizens, including disabled people, providing them with the necessary social services, creating conditions appropriate to their age and health status life activities, carries out scientific, practical, organizational and methodological activities in the field of gerontology and geriatrics, and also carries out functions in terms of advanced training for employees of inpatient social service institutions.

6) Line 01, column 5 indicates the number of boarding houses of a general type, which include a boarding house (boarding house) for the elderly and disabled, a boarding house (boarding house) for war and labor veterans, a special boarding house for the elderly and disabled , a small-capacity boarding house for the elderly and disabled.

7) Line 01, columns 17 and 18 indicate the number of inpatient social service institutions only for children.

8) Column 17 indicates orphanages for mentally retarded children of the social protection system.

An orphanage-boarding school for mentally retarded children is a stationary social service institution that provides services to mentally retarded children (aged 4 to 18 years) who have partially or completely lost the ability to self-care and need constant outside care.

9) Column 18 indicates orphanages for children with physical disabilities of the social protection system.

A boarding orphanage for children with physical disabilities is a stationary social service institution that provides services to children with physical disabilities (aged 4 to 18 years), who have partially or completely lost the ability to self-care and require constant outside care.

10) In line 02, when filling out information about the number of buildings of a boarding house, it is necessary to show only residential buildings and catering units located in separate buildings.

11) Line 03 “number of buildings requiring reconstruction” shows buildings whose wear and tear period is determined in accordance with current standards.

12) Line 04 “number of buildings in disrepair” shows buildings whose wear and tear period is determined in accordance with current standards.

13) Line 05 “number of buildings in dilapidated condition” shows buildings whose wear and tear period is determined in accordance with current standards.

14) Line 06 “number of actually deployed beds” shows the number of beds actually deployed at the end of the reporting year, both occupied by residents and temporarily free.

Beds that are temporarily unused (collapsed) due to disinfection, quarantine, room repairs and other reasons are considered to be actually deployed.

Beds temporarily placed in living quarters (added) are not included in the number of deployed beds.

The number of deployed beds can be as follows: more number residing citizens (if the boarding house is not completely full), and less number residents (if there are more residents in the boarding house than established according to the plan, that is, there are additional beds).

15) Line 08 “area of ​​bedrooms” includes the area of ​​only bedrooms.

16) In line 11 “number of elderly citizens and disabled people on the list,” the number of residents is indicated by the list, and this indicator must include temporarily absent residents (those on vacation, in a medical institution).

The indicators in line 11 “number of elderly citizens and disabled people on the list” must correspond to the indicators of the previous year, taking into account the movement of residents in the reporting year (line 23 “elderly citizens and disabled people arrived during the year” and line 26 “departed during the year”).

Column 9 takes into account young disabled people (disabled people of groups I and II from 18 to 25 years old).

17) When filling out line 49 “the number of elderly citizens and disabled people who can work (occupy), according to a doctor’s conclusion,” you must keep in mind that the number of residents who can work according to a doctor’s conclusion should not exceed the figure in column 4 of line 11, and the indicator of line 50 “of which they work (are engaged)” should not exceed the indicator of line 49.

18) In columns 12, 13, 14, 15, only branches opened as structural divisions stationary social service institutions for elderly and disabled citizens shown in this report. The specialized institutions themselves, as legal entities, are not included in the relevant indicators.

4. Section 2. Full-time and occupied positions of personnel of stationary social service institutions for elderly citizens and disabled people (adults and children) (without subsidiary farms)

1) When filling out this section, information about staff positions must correspond to the approved staffing table stationary social service institution in accordance with current regulations.

The section should show total number rates, including for the corresponding positions included in the indicators of this form.

It should be borne in mind that occupied positions are considered to be all actually occupied positions at the end of the reporting year, including positions occupied by part-time workers and positions occupied by residents of a boarding house.

Bets can be whole; 0.5 bets; 0.25 bet.

2) Line 53 shows the total number of positions in the state.

3) Line 54 shows the total number of occupied positions in the state.

5. Section 4. Information about stationary social service institutions for elderly citizens and disabled people (adults and children), based on other forms of ownership

1) When filling out this section, only information about stationary social service institutions for elderly citizens and disabled people (adults and children) based on other forms of ownership is taken into account.

Social service institutions of other forms of ownership should include institutions created by enterprises, production associations, joint stock companies, charitable, public associations, religious and other organizations.

2) In column 4, the indicator is equal to the sum of indicator columns 5; 6; 7; 8; 9 respectively for all lines.

3) In line 81, it is necessary to correctly classify in the columns the data on the number of institutions by type of service provision and categories of clients on whom the activities of a particular institution are focused, guided by the above instructions for section N 1 of form N 3-social security (consolidated).

6. In connection with amendments to form N 3-social security (consolidated) “Information on inpatient social service institutions for elderly citizens and disabled people (adults and children)” and its approval by this Resolution of Rosstat, heads of institutions fill out reports on the specified form and send to the executive authorities of the constituent entities of the Russian Federation, performing functions in the field of social services for the population of the constituent entities of the Russian Federation, for a summary report on the constituent entity of the Russian Federation. The indicated executive authorities of the constituent entities of the Russian Federation are invited to send the forms of the named form to inpatient social service institutions for elderly citizens and disabled people, subordinate to the constituent entity of the Russian Federation.

7. General questions

It should be borne in mind that if the report does not contain one or another indicator, then a dash (-) should be entered in the corresponding column.
